An indigenous voice to parliament should ensure the billions go where it makes most sense to the indigenous. No saying whether this will provide better outcomes but probably won't make anything any worse.

The only reason it is inevitable is that people will keep trying to create a referendum until they get the answer they personally want. There should be a rule where they need to wait 30 years before raising the same question in another referendum. It's not like you would have a referendum to become a republic and then one 2 years later to join the motherland again.
I think in reality though, things like republic referendums are just created to distract the public from how bad the government of the day is managing the economy. How much would it change the country? Not at all really other than having to bring in some sort of 'president' and all the political crap that creates.

with regards to what the constitutional changes are we're voting for, I think most would be all for the first addition. The second (or part thereof) is far more concerning. It will grant the government the ability to further the powers of the voice committee. That is, it could well become more than just an advisory committee.
