Man Over Board does it on SUP so he can certainly do it on a surfboard. Rails themselves are $25 each if you go for Chinook mast track. US fin box are usually around $10-15 each.
The pro will be charging $200 to 250 to do it.
Doesn't have to be tracks though, if you you know where to position the foil, threaded inserts or bolt through are also suitable options.
Either way, it is not a difficult job for the handyman.

The only reason I was going for tracks is because I've never foiled and have never connected the foil to the board so I'm assuming there is going to be a lot of adjustments.

Different positioning is more about the type of foil that you are getting. If you already have one, you should be able to get positioning from the manufacturer.
I usually build my boards with tracks but I found that I never adjust it so fixed inserts would just work fine too.
I'm getting a board (SUP) fitted up ATM.
If it works out ok a kiteboard will be next.
Im sure heaps of board repairers/makers would do it, it's question of price and workmanship.
Best measure for mast mount is 21" to back of mast to the tail of the Sup board. If you have it too far forward the tail hits the water when you pump. If it's a short board 12 to 13 " . With the tracks you can slide it fore and aft for learning . Slide it back to learn.

Mast to foot strap spacings is the critical part. Foot strap position in changes depending on foil type, rear wing aoa, your skill level, the type of riding you do and personal preference.
