Offering cash reward to someone with experience with respray of 34 ft hull and deck grp sailing boat . Deck and hull is sanded to reasonable level I think . Just need advise and experienced hands to take next steps .

I think you're offering to pay someone to paint your boat - I am not sure that is a reward, but anyway.
It really is a "How long is a piece of string?" question. A case in point. 25 years ago I was building a foam tri for a friend. Our team of three had spent two months fairing it. Then the local painter said he needed 2 days to prep before spraying. Then the owner got a better sprayer in. He said we had made a "good start". Were were fairing another month or two before he sprayed. The boat was exceptional in finish.
It is really hard to know if a boat is fair or paint prepped properly unless you really know what you are doing. To get it ready yourself sand everything and then apply high build primer over everything. Then add a guide coat and sand back, eventually getting down to 180 or 240 grit. That could take weeks or even months to do well.
The final spray is the easy part - it can be done in a day or two. It is the prep, the fairing with filler, then with high build and guide coat and the redoing, the the redoing again and again then the masking, that takes the time and money. Anyone with time can do the prep - anyone can roll or spray on high build and anyone can spend the time to sand it back nicely. You only need to be clever for the final spray. If you were to ask - "How much for someone to spray my boat, high built and prepped to 240 grit with a guide coat all over and have a picture of the different areas, then a painter could give some sort of idea.
