For context, I'm looking at a Cav 37 in Bateman's Bay with a bit of osmosis.
I'd never heard that Cav 37s were noted for osmosis problems.
This one was built 1985.
Could it be the first one out the mould with a few teething problems at lay-up.
Or? Could this be a knock-off of a genuine Cav 37??
I would wait till you have had a look before getting too excited. There is so much crap spread about osmosis. Pop a bubble and see if there is a fluid come out with a vinegar smell. All you have to remember is that no boat has ever sunk from osmosis. But sometimes there will be bubbles in the antifoul paint when the boat is slipped for all sorts of reasons. If there really is some osmosis areas, grind out the areas and fill. The next time the boat is on the slips repeat the routine if other spots appear.
Ramona is correct in saying it's overblown. It's simple to patch and obvious to spot with minimal experience. Grind out until dry, patch, prime and undercoat. Simple.

it's not over blown , it's a real issue, get it checked out by a good surveyor. With resale , no one wants a boat full of osmosis
