Interesting idea, you could probably do this at home with an old coffee table and a toddler pool from K-Mart.
try do that in canberra in winter and you would need to put a water heater into it to break down the surface ice. I like the paddling machine rower thing that D Ching advertises. I reckon that is the go.
What if they attached some sort of generator to it so that it powered the facility and then they can market as the "green paddler".

I reakon one of these in the lounge room will be just what the wife wants. Pitty its a little to late for valentines day.
