I have recently just bought a 2021 5.5 blade and having issues with the bottom battern. I am rigging on a severne 400 rdm gorilla mast and with the right amount of down haul the bottom battern won't flip unless I rig it really flat with 177 out haul compared to recommended 174 just looks too flat. Adjusting the battern tension did not make any change
has anyone else had this issue? They recommend a 400 wave mast.

Too much batten tension?
Has it been repaired - new panel? Look around the seams for an extra line of holes without thread.

No it is brand new.
battern tension didn't change the tension of the battern on the mast. Only thing that solved it was a lot more outhaul. Assume all the severne masts are the same style flex.
I rig all my 2021 Blades with around 1cm more downhaul and 2-3cm more outhaul. Fair enough, using them at the upper end of their wind range..... but I do think the numbers on some were a little off.
BUT caveat - I'm using a Severne extension and a different brand boom so those numbers not gospel.....
Reason I say some were a little off, is the extra outhaul required is a little different on 5.0 and 5.7, but way different on the 5.3
I find in the 5.7 (over a few years) that can rig on 400 or 430, if using he non-recommended mast it can sometimes be better, but the outhaul changes a bit due to curve. So the gorilla being a smidge softer compared to the Blue / Red masts, may affect that outhaul by a little? Only a theory
BUT never had a rotation issue, and 5cm extra outhaul is nuts. What extension? I suspect under downhauled due to a different brand extn that does not go to zero.....?
On transition sails where it's a bit short to use the size up while being a bit long for the next size down, it can be worth mixing mast. Maybe use a 430 top?

The more I think about it, I reckon way insufficient downhaul - I've like to see what extension and setting...

This is only usually a problem if you are not using a standard RDM extension. If the foot is pulled too close to the mast then the rotation is effectively increased for the bottom batten.
More downhaul would also reduce batten rotation.
But it you post pictures, then we can give a better assessment.
I rig my 5.5 on 400 bottom + 430 top, Maverx 100%. 400 was too soft for me and 400 Severne Gorilla felt something I don't want to try again. I'm leaving the leech fairly sharp but loose as they recommend and add needed amount of outhaul, so the tip of the boom batten is touching somewhere in the middle of the mast. It can be fair amount of outhaul actually. And to me, too much downhaul seems to makes these new Blades feel dead and heavy/baggy in hands.
I wouldn't rely on markings and numbers too much but try finding what works and go by that.For example fin positioning marks (4 lines divided on 1 cm) on my Severne board are off by 0.5cm left vs right. Not a hard thing to place and paint correct right? But nobody seems to care too much :)I gave up checking the numbers on my sail, boom, and extension long time ago.
